Thousand Oaks-based Legendary Organics was chosen by the council in July to operate the dispensary in a remote industrial park at 2712 Conejo Center Drive in Newbury Park.

City Manager Andrew Powers mentioned Monday that Legendary initially indicated it planned to open its doors by the finish of 2018.

But as of this week, it hasn&#8217t, and city officials say Legendary has kept them in the dark as to when it plans to open – if ever. It would be Legendary&#8217s initially dispensary.

&#8220We&#8217re not clear as to what their intentions or timeline is,&#8221 Powers mentioned. &#8220The ball is clearly in their court, not the city&#8217s.&#8221

At final week&#8217s City Council meeting, council members expressed aggravation that the dispensary hasn&#8217t opened however, seven months soon after Legendary was chosen as the operator more than two other finalists.

&#8220Legendary wants to get a move on,&#8221 council member Al Adam mentioned. &#8220Legendary has had time and they &#8230 must be open by now.&#8221

Legendary officials did not attend the meeting.

&#8220We had been not informed of the session by city employees,&#8221 Patrick Spillane, Legendary&#8217s managing member, mentioned Wednesday. &#8220They didn&#8217t even give us the courtesy of notifying us that that was going to be an agenda item.&#8221
